Request for Proposals (RFP) for Barn Removal and/or Repurposing 

The Marshall Area Economic Development Alliance (MAEDA) is reaching out for assistance in repurposing physical structures within the BlueOval Battery Park Michigan and other future development at the Marshall Area Jobs, Opportunity, and Recreation (MAJOR) campus.

Information for Participants:

The Marshall Area Economic Development Alliance (MAEDA) is reaching out for assistance in repurposing physical structures within the BlueOval Battery Park Michigan and other future development at the Marshall Area Jobs, Opportunity, and Recreation (MAJOR) campus. MAEDA is dedicated to ensuring the thoughtful and sustainable repurposing of the structures located at or adjacent to the BlueOval site.

For this RFP, the successful proposal will be selected based on responses to the information contained within this document. A bid will be awarded for the removal and/or repurposing of the barns and other structures located at 13024 C Drive North, Marshall MI, 49068, with the goal of completing the work on or before September 30, 2023.

MAEDA will sell the structures listed in Appendix A to a successful bidder for $1. The terms under which a sale will be granted are included in this RFP and the future purchase and sale agreement. All conditions contained within these documents regardless of whether they are noted only in one or the other will be binding on the successful bidder.

Proposals will be accepted until 5 p.m. on Friday, June 23, 2023. Proposals should contain all information requested by the RFP. The successful bidder will be responsible for all costs associated with removal and/or repurposing of the barns.

MAEDA will conduct tours of the Property to acquaint bidders with existing conditions if requested by the bidders, until Thursday, June 22, 2023. Familiarity with the property will help bidders draft more competitive proposals.

General Conditions and Instruction for Proposals:

·         A hazardous materials assessment has been completed on above-grade structures. Results are attached (See Appendix B).

·         The most advantageous proposal will be the one that achieves the highest score by the scoring committee.

·         The bidder is required to provide insurance coverage for up to $1 million (including adding MAEDA as an additional insured) and/or sign a waiver of liability. The bidder will be required to hold MAEDA (owner) and Walbridge (the general contractor for the Blue Oval project) harmless for the performance of the work.

Project Specifications:

The specifications below should be responded to in sufficient detail for the proposal to be evaluated as per the Evaluation Criteria.

1.    The bidder shall identify any construction, historical preservation and repurposing experience they have and whether they have any experience in moving a structure through public roadways, if proposing intact removal.

2.    The bidder shall indicate members of their team that will be involved in the removal and/or repurposing of barn materials.

3.    The bidder shall identify the future use of the structure and/or materials. Any use shall be subject to existing zoning of the chosen location.

4.    The successful bidder, at personal expense shall secure all the necessary licenses, which may include but are not limited to, building permits, plumbing permits, electrical permits, street closure approvals, permits from any private utilities and any other building permits or licenses as may be required.

5.    All of the specifications, terms and conditions as specified in all the documents that constitute this Request for Proposals shall be applicable to any resulting purchase and sale agreement.

6.    Intact removal or repurposing must occur at a time approved in advance by MAEDA and relevant law enforcement entities.

7.    Contractor may sell any and all materials and retain any proceeds from the sale of such materials.

8.    The bidder shall provide all equipment essential to perform contractual duties.

9.    Bidder will pay all utility costs relating to the moving and relocation of the structure and will be responsible for obtaining all approvals and meeting conditions of all private utilities.

10.  The structures will be evaluated separately. Bidders may choose to bid on as many or as few structures as desired.

11.  A full construction plan for the larger structures includes the future location of the structure, planning for the foundation or substructure, the route for travel off the property for the structure or its pieces, a detailed schedule, understanding of structure sizing in regard to roadways, utilities to be dropped, tree trimming along the path, etc.

12.  MAEDA reserves the right to break contract with the successful bidder if the awarded bidder becomes unable to meet the September 30, 2023, completion date or their proposed plan significantly changes from the bid without written approval from MAEDA. MAEDA may also grant time extensions which are requested in writing with detailed reasoning and a revised plan.

Scoring Criteria:

A review team will review each submittal based on the scoring criteria provided below:

1.    Detailed understanding of project scope and tasks: 5 points

2.    Removal and Construction Plan: 25 points

3.    Historical Preservation and Repurposing Plan: 30 points

4.    Comparable Experience: 30 points

5.    Ability to complete work by September 30, 2023: 10 points
